libtest-checkchanges-perl software package provides module to validate a Changes file, you can install in your Ubuntu 14.04 LTS (Trusty Tahr) by running the commands given below on the terminal,
$ sudo apt-get update $ sudo apt-get install libtest-checkchanges-perl
libtest-checkchanges-perl is installed in your system.
Make ensure the libtest-checkchanges-perl package were installed using the commands given below,
$ sudo dpkg-query -l | grep libtest-checkchanges-perl *
You will get with libtest-checkchanges-perl package name, version, architecture and description in a table
